Richard Arrington, Jr.,
born 1934 in Livingston, Alabama;
son of sharecroppers; became a zoologist; professor of biology
at Miles College, University of Oklahoma, and University of Alabama; member
of Birmingham City Council 1971-75; director of Alabama Center for
Higher Education 1970-79; ran for mayor of Birmingham in 1978;
re-elected 1983, 1988.
Richard Arrington, Jr. discusses his observations of the commission
form of government that Birmingham once had, as compared to the present
mayor-council form of government. Includes other experiences as a
council member.
